The daughter of Mexican immigrants, Noemi is a mother and bilingual mental health clinician who has spent nearly two decades working with and protecting children and families in Marion County. As a longtime resident of Woodburn, she knows the challenges local families face because she has lived them herself.

Her passion for public education led her to serve almost seven years on the Woodburn School Board and District Budget Committee. There she focused on practical solutions rather than politics—championing reinstating the Woodburn High School’s College & Career Center in 2007, overseeing the negotiation and adoption of a major contract with teachers and staff without any layoffs, and leading a transparent community process that helped keep trained School Resource Officers in classrooms when other districts were removing them.

In her professional life, Noemi operates Anabel’s House Children and Family Services, providing bilingual counseling to children, couples, and families. She also served as a court-appointed custody evaluator for Marion County, has consulted on early learning programs, and volunteered as a school and youth sports coach.

A first generation college graduate, Noemi earned a master’s degree in marriage and family therapy from George Fox University and bachelor’s degrees in human development and psychology from the University of California, Davis. Her prior experience includes serving as an adjunct instructor and community liaison at Pacific University’s Woodburn campus and working as a college and career specialist and substitute teacher in the Woodburn School District. Noemi and her family are active in local church ministries and community organizations.
