
Noemi’s Legislative Priorities
Give every child a strong start. A former Woodburn School Board Director and past consultant on early learning programs, Noemi knows that early literacy is foundational to every child’s success. She is ready to get to work helping students read proficiently by third grade and to strengthen other core skills such as math.
Noemi has long been a leader in advancing career and higher education options after K-12. She championed reinstating Woodburn’s College & Career Center in 2007, served as an adjunct instructor and community liaison at Pacific University’s Woodburn campus, and worked as a college and career specialist.
Deliver accountable behavioral health care. As a bilingual mental health clinician, Noemi has seen how behavioral health services can change lives. She supports expanding access to counseling and addiction treatment using approaches that deliver proven results and include accountability. Taxpayer dollars should fund programs that work so that families get the help they need.
Restore local control. Decisions about our schools and cities should be made by local communities and elected school boards—not dictated by unaccountable bureaucrats. Noemi will work to restore decision‑making authority to parents, teachers, and school districts so education reflects local values and needs.
Respect parents. Parents’ voices matter and should be respected as those ultimately responsible for their children’s education. Noemi will put parents at the center of policy discussions and ensure they have the tools and authority to advocate for their children.
Support law enforcement. Safe neighborhoods require well‑trained, adequately funded police who work with communities to prevent crime. That’s why on the school board Noemi took the lead to ensure trained School Resource Officers stayed in Woodburn schools. She will continue to support law enforcement and advocate for policing strategies that build trust and keep families safe.
Make Oregon affordable for working families. Noemi will fight to lower the cost of living by making housing more available, cutting red tape that drives up prices, and opposing unnecessary tax increases. Working families deserve the chance to thrive without being priced out of their communities.
Demand accountability in homelessness funding. Assistance should be tied to programs that help people get sober and stay sober. By tying funding to recovery and family support, we can achieve real results and compassion for those in need. Noemi will also strengthen the foster care system so children are safe, families receive the support they need, and kids are not left to fall through the cracks.
Protect our fundamental rights. As a single mother and mental health clinician, Noemi is a fierce advocate for Oregon’s most vulnerable children—born and unborn. She wants Oregon to be a place where every child is valued and women facing unplanned pregnancies have the support they need, from prenatal care and adoption services to counseling that helps both mothers and children thrive.
